First thing's first, call your insurance company! If you suspect your car could be effected by flood or hurricane damage, chances are you're not the only one! Flooding events can lead to a deluge of people calling their insurance companies, so you'll want to be one of the first on the line to ensure your claim is handled in a timely manner.

Next, make an assessment of the extent of the flood damage! Try to estimate how long your vehicle has been submerged, and figure out how high the water reached. If it's below the bottom of your doors, you might actually be in better shape than you'd expect, but if the water ever reaches the top of your dashboard, most insurance companies will likely declare your car "totaled". Also remember that sea water is a lot more corrosive than fresh water, and that difference can play into the extent of the damages.

Even if your car looks to be in good shape, don't turn it on! There may be water lurking in your car's engine, so it’s always a good idea to check your oil dipstick for exceptionally high oil levels or droplets of moisture, as those can indicate water inside. You should also check for fluid leaks, damage from debris, and even faults with your car's electrical systems if possible. But when in doubt, get in touch with a certified service provider first.
